This standard specifically targets testing requirements for special packaging, including child-resistant packaging, which aims to ensure that the packaging of food, medicines, cosmetics, chemicals and other substances can effectively prevent children from opening them easily, thereby avoiding accidental ingestion or misuse.

1. Test background and purpose

The US 16 CFR 1700.20 standard stems from a deep concern for children's safety. Children are often easily exposed to dangerous items at home due to their strong curiosity and lack of discernment. Therefore, it is particularly important to ensure the safety of packaging through strict testing standards. The main purpose of this test is to verify the rationality of the packaging design so that it can prevent children from opening it easily without affecting the normal use of adults.

2. Test objects and sample quantity

The test objects are mainly packaging with a specific design. These packaging usually have an inner and outer two-layer structure. It is necessary to apply force to press the outer cover down to the bottle body and drive the inner cover to rotate to successfully open it. This design greatly increases the difficulty for children to open. The number of samples required for the test is usually 300 to 400 to ensure the reliability and accuracy of the test results.

3. Test population and grouping

The test population mainly includes two categories: children and adults.

Child testers: 200 children aged between 42 and 51 months were selected for testing. These children were grouped according to age distribution, such as 42~44 months, 45~48 months and 49~51 months. The number of children in each age group was reasonably allocated according to the test requirements to ensure the comprehensiveness of the test results.

Adult testers: 100 or more adults aged between 50 and 70 were selected for testing. These adults were also grouped according to age and gender ratio to simulate the actual situation of adults of different ages when using packaging.

4. Test steps and conditions

The test process is usually divided into two stages:

Stage 1: Let the children try to open the package freely without any help. The tester will record the number of successful openings and unopened ones and complete the statistics within five minutes.

Stage 2: The adult demonstrates the correct opening method in front of the child, and then packs it and hands it to the child. The timer is set for another 10 minutes, and the number of children who open and fail to open the package freely is counted.

In terms of test conditions, children are not allowed to use any tools when trying to open the package, and the test should be conducted in an environment that is familiar and comfortable to children, such as a kindergarten or nursery. Adults need to read and understand the instructions on the package and try to open and reclose the package without using tools.

V. Test Results and Judgment Criteria

The test results are mainly judged based on the proportion of children and adults who successfully open the child-resistant packaging within the specified time.

For child testers, if 80% or more of the children fail to open the package within two five-minute time periods, it is considered to have passed the child test.

For adult testers, if 90% or more of the adults can successfully open and reclose the package within the specified time, it is considered to have passed the adult test.
